Why Third-Party Inspection Matters

A pre-shipment inspection by an independent agency (SGS, Bureau Veritas, TÜV, Intertek, Lloyd’s) converts trust into evidence: it verifies the pipes you paid for match the purchase order, the standard, and the certified data — before the goods leave the mill and your leverage disappears.

How to Organize It

1) Define an Inspection & Test Plan (ITP) with hold and witness points in the PO. 2) Notify the mill 7–10 working days before readiness. 3) The agency issues an inspection report and, if accepted, a release note — the mill ships only after release. 4) Any nonconformance is logged as an NCR with disposition (rework, downgrade or rejection) agreed in writing.

Costs are normally quoted per man-day and paid by the buyer; for typical orders of a few containers, inspection is a minor fraction of contract value — and the cheapest insurance you will buy on the deal.

Put the acceptance criteria in the purchase order, not in the inspection request. Inspectors enforce what is written in the PO — if the PO is silent, they can only observe, not reject.

What Inspectors Most Often Find

How much does it cost?

Agencies quote per man-day (plus travel). For a containerized or small break-bulk order, one or two man-days usually cover document review, dimensional checks and loading witness.

How far in advance must the mill be notified?

Seven to ten working days is the norm; put the notice period in the PO so a busy mill cannot stall the schedule.

Can inspection be done remotely?

Partially — video-witnessed hydrotest and photo documentation work for low-risk orders, but dimensional and marking checks are better on-site. Many buyers combine: factory visit for critical orders, remote for repeats.

Who pays for re-inspection after an NCR?

Per the PO: typically the seller pays re-inspection costs when the NCR is confirmed. Silence in the PO defaults to negotiation — write it down.

The release note is your leverage. Without it in the PO as a payment condition, inspection becomes a formality instead of a gate.
