Understanding Mill Test Certificates
Mill Test Certificates (MTC), also known as Material Test Reports, are critical documents that certify the chemical composition, mechanical properties, and quality of steel products. The European standard EN 10204 defines different types of inspection documents.
EN 10204 Certificate Types Overview
EN 10204 defines four main types of inspection documents, each with different levels of verification and responsibility:
| Document Type | Issuing Party | Third-Party Verification | Typical Use |
|---|---|---|---|
| 2.1 | Manufacturer | None | Statement of compliance |
| 2.2 | Manufacturer | None (self-inspection) | Enhanced statement |
| 3.1 | Manufacturer | Independent inspector | Critical applications |
| 3.2 | Third-party | Inspector + manufacturer + customer | High-risk applications |
EN 10204 3.1 vs 3.2: Detailed Comparison
Type 3.1 Certificate Requirements
The inspection is carried out by the manufacturer’s inspection department, which must be independent of the production department. Key requirements:
- Inspection Representative: Must be organizationally independent from production
- Verification: Dimensional checks, visual inspection, sampling according to standard
- Chemical Analysis: Heat analysis or product analysis as required
- Mechanical Tests: Tensile, impact, hardness as specified
- Test Results: Specific values reported (not just “passed”)
-
Marking: Each certificate is traceable to the material/heat/lot Type 3.2 Certificate Requirements
Type 3.2 adds an independent inspection dimension with three-party involvement:
- Manufacturer’s Inspection: Confirms production complies with order
- Inspector Representative: Independent inspection body (not employed by manufacturer)
- Customer’s Inspection Representative: Optionally present during inspection
- Validation: All three parties must agree on results
- Certificates: Signed by manufacturer and inspector

Use Type 2.1 when:
- Standard commercial transactions
- Non-critical applications
- Customer requests basic compliance statement
- Cost-sensitive projects
Use Type 2.2 when:
- Enhanced traceability needed
- Quality verification beyond visual inspection
- Industrial applications
- Standard construction projects
Use Type 3.1 when:
- Pressure equipment directive (PED) requirements
- Oil and gas transmission pipelines
- Structural applications with critical loading
- Third-party verification required by spec
- API 5L PSL2 specifications
Use Type 3.2 when:
- ASME Boiler and Pressure Vessel Code
- Nuclear applications
- Offshore platforms and subsea systems
- High-pressure hydrogen applications
- Customer explicitly requires third-party inspection
- Largest single order values
Cost Comparison
Cost Factor Type 2.1 Type 2.2 Type 3.1 Type 3.2 Certificate Preparation $5-10/pc $10-15/pc $15-25/pc $30-60/pc Third-Party Inspection – – $500-2000/lot $1500-5000/lot Travel Expenses – – Varies Significant Testing Costs Basic Standard Enhanced Comprehensive Documentation Simple Standard Detailed Extensive Certificate Content Requirements
According to EN 10204, a valid certificate must include:
Required Information for All Types:
- Manufacturer’s name and address
- Product description and dimensions
- Steel grade/standard specification
- Heat/batch number for traceability
- Quantity covered by certificate
- Statement of compliance
- Date of issue
Additional for Type 3.1/3.2:
- Chemical composition (heat analysis mandatory)
- Mechanical properties with actual test values
- Test method references
- Non-destructive test results (if required)
- Heat treatment condition
- Inspection lot identification
- Responsible inspector identification
Verification and Authentication
Modern mill certificates often include security features:
- QR Codes: For digital verification
- Digital Signatures: Electronic authenticity
- Certificate Numbers: Traceable in manufacturer systems
- Mill Stamp Marks: Physical identification on products
EN 10204 3.1 and 3.2 Certification at CREATEEL
Every CREATEEL shipment includes an EN 10204 Type 3.1 Mill Test Certificate as standard. Type 3.2 certification (independent third-party countersignature) is available on request for critical applications, offshore projects, and PED-regulated equipment.

Q1: What is the difference between heat analysis and product analysis?
A: Heat analysis is taken from the ladle during steelmaking; product analysis is taken from the finished product. Product analysis allows for slight variations due to segregation.
Q2: Can Type 3.1 and Type 3.2 certificates be used interchangeably?
A: No. Type 3.2 provides higher assurance with independent inspection. If spec requires Type 3.2, Type 3.1 is not acceptable.
Q3: How long should mill certificates be retained?
A: API Q1 requires 10 years minimum for oilfield products. Pressure Equipment Directive typically requires 10 years. Structural steel usually requires the design life of the structure.
Q4: What happens if a material certificate is lost?
A: Contact the original manufacturer immediately. Most have digital archives of mill test reports. Some specifications require re-testing if certificates cannot be provided.
Q5: Can steel be used without a proper mill test certificate?
A: Most codes and specifications prohibit use without documentation. Critical applications always require material verification documentation.
